STATE PROFILE SUMMARY: Under minimal supervision, provides senior expert professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May supervise subordinates or serve as lead worker providing training to lower-level staff.

JOB RESPONSIBILITIES:

·         Under limited supervision, serves as the chemical and cement laboratories supervisor directing the daily operation of the chemical and cement laboratories, providing high level technical decision-making on tests and/or on producer/manufacturer products.

·         Prepare correspondence and revise and/or write specifications as needed.

·         Review equipment specifications as needed for capabilities and use of equipment for the Department.

·         May serve as a subject expert in specialized technical field.

·         Prepare and give presentations.

·         Manage chemical and cement laboratory technicians including day-to-day activities including but not limited to time/leave approval, hiring, training, and performance evaluations.

·         Monitor the processing and testing of all samples for the chemical and cement laboratories to ensure adherence to GDOT, AASHTO and/or ASTM test methods, practices, and specifications.

·         Review and approve test results and certifications.

·         Prepare the chemical and cement laboratories for AASHTO and/or CCRL inspections.

·         Oversees calibrations, maintenance, and replacement of laboratory testing equipment.

·         Approve test results in AASHTOWare Project, SiteManager, and/or any other Department material testing data system.

·         Manage assigned testing services and/or lab services contracts for the Physical Chemical Branch.

·         Represent the Department at various conferences nationally including but limited to AASHTO Product Evaluation and Audit Solutions.

 

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.

 

STATE ENTRY QUALIFICATIONS:

·         Bachelor's degree in a related field AND three (3) years of job-related experience; OR

·         Associate degree in a related field AND four (4) years of job-related experience OR

·         One (1) year of experience at position equivalent.

AGENCY SPECIFIC QUALIFICATIONS:

·         Experience with laboratory testing utilizing specialized laboratory equipment.

·         Experience reviewing laboratory equipment specifications used for laboratory testing.

·         Experience in a lead worker, team leader or supervisory role in a laboratory setting.

·         Experience and knowledge of safety regulations in a laboratory setting.

·         Experience evaluating laboratory testing procedures, equipment, and/or specifications.

·         Experience reviewing test results for accuracy and quality control.

 

AGENCY PREFERRED QUALIFICATIONS:

·         Completion of bachelor’s degree in a science related field with 5 years of professional work experience in laboratory setting; OR a master’s degree in a science related field with 3 years professional work experience in laboratory setting.

·         Experience with materials laboratory testing standards, specifications, and/or methods such as ASTM, AASHTO, and/or GDOT specific test procedures.

·         Experience maintaining AASHTO resource and CCRL laboratory accreditations.

·         Experience writing laboratory testing procedures.

·         Experience evaluating laboratory testing procedures, equipment, and/or specifications and providing expert analysis for implementation plans, modifications, etc.

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
