Office of Environmental Services, RCP131 - Env Transportation Analyst 2 PG-M (Senior Ecology Team Leader) PG-M
JOB SUMMARRY: Under general supervision, provides expert level professional support in environmental services. May serve as a lead worker.
JOB SPECIFIC Duties: Under limited supervision, supervise and review all environmental documentation prepared by a team of environmentalists and/or specialists, assuring that all environmental studies are done in compliance with applicable environmental regulations and laws. This includes analyzing, evaluating and interpreting all federal and state environmental laws, regulations and policies which may influence Departmental undertakings to assure Department compliance with federal/state requirements. This position will be assigned to the Environmental Manager, Ecology Section. This position will be responsible for acquiring and managing resources as needed due to changing workloads, and reviewing and monitoring in-house and consultant deliverables for their assigned discipline. Trans Planner Mgr. will be responsible for ensuring that reports and documents are of a high quality and delivered in accordance with the project schedule and all associated policies and procedures. Will prioritize and delegate work assignments to team associates and closely monitor their work performance. Will prepare scopes of services for environmental contracts with consultants and participates in developing the contracts. Will inform the team regarding requirements of the consultant contracts, project schedule, the department’s program delivery goals, and monitor work progress as per baseline project schedule. Will formulate strategies for processing projects and obtain environmental approvals to clear projects for construction by the approved projects schedules. Will prepare team for ROW and let status meeting reporting.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications
STATE ENTRY QUALIFICATIONS:
· Bachelor's degree from an accredited college or university AND Three years of related experience
· OR One year of experience at the lower level Env Transportation Analyst 1 (RCP130) or
position equivalent.
AGENCY PREFERRED QUALIFICATIONS:
· Thorough understanding of GDOT’s project schedules & Plan Development Process.
· Experience in negotiating & preparing programmatic agreements for environmental streamlining.
· Demonstrated experience in planning, administering, and monitoring expenditures for an office or project.
· Demonstrated experience in ecological assessments.
· Demonstrates strong planning skills to identify group/unit objectives and develop sound strategies to achieve them.
· Demonstrated experience in interpreting and applying the state & federal environmental regulations under the purview of the candidate’s section. These would include (but not be limited to) Section 404 of the Clean Water Act, the Fish & Wildlife Coordination Act, the Endangered Species Act, the Georgia Erosion & Sedimentation Act, the Georgia Wildflower Preservation Act, and the Georgia Endangered Wildlife Act.
· Demonstrated experience in preparing related environmental documentation.
· Demonstrated experience in reading and interpreting plans, maps and/or serial photographs quickly and accurately.
· Demonstrated experience in implementing effective strategies to carry projects from the planning phase through the pre-construction phase to construction phase.
· Demonstrated experience negotiating with regulatory and review agencies to determine the appropriate level of regulatory compliance.
· Demonstrated experience in directing, monitoring, and evaluating the work of others.
· Demonstrated experience prioritizing assigned projects for contracting.
· Demonstrated experience writing scope of services for consultant contracts and determine what is required to achieve environmental clearance.
· Possess strong analytical/problem solving skills, is able to generate and evaluate alternatives and recommend a sound solution.
· Demonstrated experience communicating and working effectively with internal and external staff in a professional, cooperative manner.
