The Georgia Department of Defense is seeking a highly motivated self-starter who wants to serve in a support function at our Youth Challenge Academy where the lives of at-risk youth are altered. We are seeking a Business Operations Manager who works closely with academy leadership to provide functional support in the areas of budget, procurement, accounts payable, asset management, central issuance and fleet management.

Our Youth Challenge Academy takes the above to the next level by giving candidates the opportunity to support an organization that changes the lives of at-risk youth. While there is very little direct interaction with these young people, there is no doubt the work this office performs plays an important role in the changes these children experience.

If the position permits, we offer alternative work schedules as well as opportunities to work from home or an alternate work location. We also offer the ability for teammates to focus on their physical well-being by allowing up to one hour of each workday to be devoted to on-site physical training.

 

 

Duties & Responsibilities: 

 

 

  • Under limited supervision, performs duties for and oversight of budget, procurement and warehouse functions for the Youth Challenge Academy, Ft. Gordon campus. 

  • Directly supervises a Budget Assistant, Procurement Specialist and indirectly supervises one (1) warehouse personnel. 

  • On a yearly basis, the budget is based on state and federal guidelines and previous year’s expenditures for review and approval by the campus director. 

  • Monitors and analyzes annual budgets monthly and on an as needed basis informs management of variances and possible solutions. 

  • Documents use of funds, adherence to budget allocations and submits revisions when necessary. 

  • Cooperates with auditors and National Guard Bureau inspectors by explaining financial practices and systems, preparing requested materials and ensuring availability. 

  • Monitors agency replies to any internal and external audit and inspection finding(s) to ensure corrective action is in place and adhered to. 

  • Provides oversight of various duties performed by subordinate staff in the budget office as well as procurement and warehouse departments. 

  • Reviews and approves all purchase orders created by purchasing staff daily.

The successful candidate will be proficient to advanced in budget, accounting, and procurement. Familiarity with certain accounting concepts to include accounts payable processes and with the State of Georgia DOAS Purchasing Regulations or general purchasing principles is preferred.

Agency Entry Qualifications: 

Completion of a Bachelor's degree in accounting, statistics, finance, economics, public administration or a related area from an accredited four-year college or university 
AND
Three years of full-time (or equivalent part-time) work experience at a level equivalent to Budget Analyst performing duties such as developing and monitoring budgets, analyzing budget data, grants management and/or statistical analysis to include two (2) years in a managerial or supervisory role; or two years of experience at the lower level or position equivalent.

Preferred Qualifications: Preference will be given to those applicants who, in addition to meeting the minimum qualifications, possess the following: 

 

  • Proficiency in the use of PeopleSoft financial systems or other enterprise resource planning system.

  • Budget analyst experience with the federal or state government.

  • Two (2) years of experience in a supervisory or management role.

Additional Information:

NOTE: Selected applicant must pass a pre-employment background investigation, which includes a Georgia criminal records search, national fingerprint records search and a pre-employment drug test (post-hire will be placed in the pool for the State Random Drug Testing Program). In addition, a post-employment federal background investigation is also required.
