General Summary: Under broad supervision, the Mass Care Program Manager is responsible for supporting the coordination of ESF-6’s four primary functions: mass care, emergency assistance, temporary housing, and human services. Serve as GEMA/HS lead for planning, developing, implementing and managing the State Shelter Plan.  Serve as State subject matter expert on sheltering, feeding, distribution of emergency supplies processes. Serve as the State liaison for federally declared and other disasters and emergencies between this agency and other State of Georgia agencies, federal agencies, particularly the Federal Emergency Management Agency, community voluntary organizations, local governments and survivors. Work in the State Operations Center or in affected areas during and after actual disasters and emergencies and during drills and exercises. Frequent travel throughout the State to accomplish various training, planning, and coordination activities.  In times of emergency or disaster travel may be required with very short notice.  In the event of a major disaster assignment to a Joint Field Office located anywhere in the State, for an extended number of weeks may be required.

Responsibilities:    

·         Update and maintain the State Shelter Plan, ensuring alignment with all County-to-County Memorandum of Agreement (MOAs).

·         Collaborate closely with State ESF-6 partners, including the Department of Human Services, Department of Public Health, American Red Cross, The Salvation Army, and Georgia Voluntary Organizations Active in Disaster (GA VOAD).

·         Foster and sustain strong working relationships with local county emergency managers and other key stakeholders to support coordinated emergency shelter operations and planning efforts.

·         Assist with the development and preparation of plans, procedures, standard operating guides and other planning documents related to ESF-6 activities, including feeding and distribution of emergency supplies.

·         Facilitate a statewide network of faith-based, voluntary organization, private sector and local government organizations partnerships to support disaster ESF-6 planning and response activities.

·         Identify gaps in the public sector emergency management capabilities that can be addressed through the faith based, non-profit, voluntary organizations and private business sectors.

·         Take responsibility for envisioning, planning, preparing and conducting meetings, trainings, orientations and other events that facilitate planning and preparedness for ESF-6 mass care activities.

·         Completes special projects as requested. Other duties as assigned. Travel required.

Minimum Qualifications:  Bachelor's degree in Emergency Management, Public Administration, Business Administration, or a closely related field from an accredited college or university AND two years of professional level experience in mass care, disaster response and recovery. 

Preferred Qualifications: Master’s degree in related field of study.  Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess the following knowledge and professional work experience: 

1)    Knowledge of emergency management programs with special emphasis on sheltering, feeding, and distribution of emergency supplies.

2)    Past work experience in local, regional, state or federal government or with a VOAD organization. 

Excellent writing and communication skills required.  Requires exercise of independent judgment and initiative to perform a variety of Community Recovery planning and program management functions.
