OVERVIEW

The Georgia Department of Public Safety (DPS) employs approximately 1600 employees and oversees the day-to-day operations of the Georgia State Patrol (GSP), Capitol Police and the Motor Carrier Compliance Division (MCCD). GSP troopers investigate traffic crashes and enforce traffic and criminal laws on the state's roads. Capitol Police officers prevent and detect criminal acts and enforce traffic regulations throughout Capitol Hill. MCCD officers conduct safety inspections of commercial motor vehicles and inspect highway shipments of hazardous materials.

Although focused primarily on the enforcement of traffic laws and investigation of traffic crashes, the Department of Public Safety will support the efforts of all public safety agencies to reduce crime, apprehend those who commit them, and respond to natural and manmade disasters. Accounting Office, State - SAO

The State Accounting Office (SAO) provides accounting and financial reporting expertise for the State and is statutorily responsible for statewide financial reporting. The SAO also provides enterprise oversight and management of the State’s Enterprise Resource Planning (ERP) system, accounting policy development, financial business process improvement recommendations, and management of the payroll and accounting shared service centers.

 

Manages the preparation and distribution of quarterly and annually issued financial reports. Responsible for managing the specialized use of accounting techniques to compile, analyze and document agencies financial data for financial statements and quarterly or annual reports. Recommend and implement accounting policies and procedures.

Financial Reporting Manager – (FIM050)

Pay Grade: O

Salary Range: $69,134.16 - $91,309.47

 

Minimum Qualifications:

Bachelor's degree in accounting and four (4) years of professional job-related experience in accounting or closely related fiscal activity, which includes two (2) years in a managerial or supervisory role; or three (3) years of experience at the lower-level Financial Reporting Analyst 2 (FIP102) or position equivalent.

 

 

Primary Duties and Responsibilities:

·         Manage the compilation of selected information for the annual reporting requirements of the state and supervise the production of the Annual Comprehensive Financial Report (ACFR), the Budgetary Compliance Report (BCR) and other statewide financial reports, to include preparing accurate accounting entries and adjustments

·         Complete accurate trial balances, assignments and special projects, with limited supervision, budgetary financial statements, GAAP financial statements and Notes to the F/S within prescribed timelines

·         Owner of Cash, Investments and Office of the State Treasurer (OST) process and ACFR Note 4 (Cash and Deposits) in accordance with GAAP, prepares the underlying files, notes and footnote disclosures for Note 4 of the ACFR Cash and Deposits, develops and displays a good conceptual understanding of the cash process

·         Research and analyze new laws and policy updates impacting the cash process and make all the necessary changes or improvements to collect and report data

·         Assist staff with the proper reporting of cash deposits and investments at the entity trial balance level (across funds) and supporting supplemental data. Resolves reconciling issues

·         Reconciles agency appropriation receivable form to OST. Also ensures trial balance data of agencies is in sync with OST

·         Post allotment timing JEs for appropriations receivable, payable, return of surplus and early return of surplus

·         Prepares the annual state appropriations receivable file

·         Review trial balances prepared by other users

·         Provide professional guidance and assistance in the resolution of complex accounting and financial problems

·         Contribute to the research and development of accounting procedures and policies which integrate Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards, statutory accounting requirements, and departmental fiscal policies and procedures

·         Assist with implementation of new accounting standards in a comprehensive manner

·         Assist with administrative activities for financial reporting employees

·         Oversee projects as required

·         Act as a liaison with auditors
