OVERVIEW

The Georgia Department of Public Safety (DPS) employs approximately 1600 employees and oversees the day-to-day operations of the Georgia State Patrol (GSP), Capitol Police and the Motor Carrier Compliance Division (MCCD). GSP troopers investigate traffic crashes and enforce traffic and criminal laws on the state's roads. Capitol Police officers prevent and detect criminal acts and enforce traffic regulations throughout Capitol Hill. MCCD officers conduct safety inspections of commercial motor vehicles and inspect highway shipments of hazardous materials.

Although focused primarily on the enforcement of traffic laws and investigation of traffic crashes, the Department of Public Safety will support the efforts of all public safety agencies to reduce crime, apprehend those who commit them, and respond to natural and manmade disasters. Location: Georgia Department of Public Safety Headquarters – Atlanta (Fulton County)

Salary range: Up to $91,043.76 

 

Note: The selected candidate will be hired at the level (Budget Analyst 1, 2, 3 or 4) that best matches their education and experience, and the salary will be commensurate with experience.

 

The Georgia Department of Public Safety (DPS or Department) oversees the day-to-day operations of the Georgia State Patrol (GSP), Capitol Police, and the Commercial Vehicle Enforcement Division (CVE). We currently have a challenging and rewarding opportunity for a Budget Analyst. This position reports to the agency’s Budget Director.

Key responsibilities:

 

Develops, prepares, analyzes and/or revises budgets and supporting schedules for assigned organizations or program areas. Performs review and analysis of budget program and policy issues, analyzes financial trends or proposed legislation and recommends appropriate courses of action to management. Performs expenditure analyses and prepares budget-related financial summaries and recommendations for management review.

  • Analyzes agency budgeting and accounting reports/requests to maintain expenditure controls.
  • Analyzes or develops policy and budget related initiatives. Makes recommendations based on analysis
  • Assesses financial data to determine the resources required to implement a program, or to analyze trends and make budget projections.
  • Examines budget estimates for completeness, accuracy, and conformance with procedures and regulations
  • May produce comprehensive analytical reports
  • May serve as budget expert for agency or multiple programs and develop reports for agency, OPB or other government entities.
  • Oversees or facilitates budget preparation auditing records management and related operations
  • Prepares budget amendments
  • Represents assigned budget areas to legislature
  • Requests budgetary codes, track physical inventory or record/audit expenses, or document use of funds and adherence to budget allocations.
  • Reviews, interprets and writes policies and procedures associated with budget and other financial matters

 

 Desired Skills & Competencies:

  • Proficiency in Microsoft Office Suite, especially Excel.
  • Strong interpersonal and communication skills to assist non-technical users.
  • Ability to learn and adapt to new technologies and support others in doing the same.
  • High attention to detail, time management, and ability to prioritize effectively in a fast-paced environment.

  Preferred Qualifications:

  • Experience coordinating Supplier Management with the State Accounting Office
  • Experience assisting with or reviewing Agency Annual Budget requests
  • Experience assisting with Capital Outlay Bonds
  • Experience in Fiscal Analysis of State Government Entities
  • Experience analyzing fiscal data, drawing reasonable conclusions and making recommendations concerning agency budgets

 

Selected applicant must pass a pre-employment background investigation. This includes a review of criminal, driver’s, and credit history. No polygraph examination is required for this position.

Associate degree in accounting, business/public administration, or finance from an accredited college or university; or two (2) years of fiscal analysis job-related experience.
