OVERVIEW

The Georgia Department of Juvenile Justice (DJJ) is a multi-faceted agency, led by Commissioner Shawanda Reynolds-Cobb, that serves the state’s justice-involved youth up to age 21. More than 3,400 DJJ employees work diligently to effect justice and shape the young lives in the agency’s care, so they can become contributing members of society. DJJ provides medical and mental health treatment, as well as specialized programs designed to equip the youth with the social, intellectual, and emotional tools they will need as adults. As Georgia’s 181st school district, DJJ offers youth the opportunity to earn a high school diploma from an educational system accredited by AdvancED.

Job Summary:

Construction Project Manager (P-CPM) shall supervise and guide construction projects, establish, monitor, and control construction schedules and project budgets. Additionally, the construction project manager will coordinate with Office of Procurement and Contracts in accordance with DJJ policies, performing tasks related to the design, renovation, a n d repair of facilities or other structures. The P-CPM shall ensure all procurement actions are conducted in a fair, transparent, and compliant manner supporting successful project delivery. Under general supervision by the Director of Engineering, the P-CPM manages and closely work with the engineering team in developing scopes of work for construction specifications -divisions 1 -33 on renovation and new construction projects for state owned facilities. The P-CPM also performs other job-related duties as assigned.

 

Primary Duties & Responsibilities:

  • Support the development and execution of project-specific procurement strategies consistently coordinate procurement schedules with the approved project baseline schedule

  • Assist in the preparation of procurement solicitations, including RFIs, RFQs, and RFPs.

  • Support development of clear scopes of work, technical requirements, and evaluation criteria.

  • Assist in the coordination of pre-proposal conferences, site visits, and responses to vendor inquiries

  • Ensure all communications with offerors are conducted in accordance with procurement • requirements.

  • Support proposal evaluations for price reasonableness, technical compliance, past performance, and responsibility.

  • Assist with negotiations and clarifications

  • Ensure contractors and subcontractors compliance with approved scopes, schedules, and contract conditions.

  • Review invoices for accuracy, allowability, and compliance with contract requirements prior to approval

  • Review and process purchase orders and subcontracts

  • Verify alignment with drawings, specs, and scope of work

  • Coordinate legal and compliance reviews

  • Coordinate procurement sequencing with construction phases

  • Establish procurement milestones and approval workflows

 

 

DESIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to establish and maintain productive working relationships with agency staff, Human Resources staff of facilities and offices, and others as required.

  • Ability to work on multiple tasks and prioritize appropriately.

  • Ability to communicate effectively.

  • Ability to exercise initiative and make independent decisions to meet deadlines or to effectively handle priority work.

  • Ability to communicate effectively orally and in writing.

  • Able to work as a leader, coordinator and effective team member.

 

 

Minimum Qualifications:

  • High School diploma/GED and eight (8) years of professional level experience 

  • Or equivalent combination of knowledge, education, job experience or training that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year over year.

 

 

Preferred Qualifications

  • Completion of an undergraduate degree from an accredited college or a minimum of eight (8) years of experience in procurement, logistics strategy, engineering, construction management, general building construction, which includes five (5) years in a managerial or supervisory role.

  • Or five (5) years of experience at the lower-level manager, assistant project manager, project engineer or quality assurance manager. Must have a valid driver’s license and be capable of traveling statewide to project sites in various stages of development.
