JOB SUMMARY As the Transportation Data Administrator, you are providing the strategic leadership necessary to pilot the Office of Transportation Data. Actively shape the future by directing State Planning and Research (SPR) programs and crafting the Transportation Planning Work Program (TPWP) that guides long-term investments. Ensures the FHWA’s Highway Performance Monitoring System (HPMS) accurately reflects Georgia’s standing and secures the critical resources needed to keep the state moving. Integrates advanced asset management and data governance concepts to protect the integrity of roadway networks while championing innovation through high-impact research projects. Navigating the Project Development Process (PDP) and mastering state procurement practices will be essential as you translate technical vision into operational reality.

 

JOB RESPONSIBILITIES:

 

  • Strategic Leadership: Serves as the Office Head, providing strategic leadership for the Office of Transportation Data (OTD) within GDOT’s engineering-oriented divisions.

  • Geospatial & Road Inventory: Oversees the statewide transportation data program, including the development, maintenance, and continuous improvement of Georgia’s official road inventory and road attributes.

  • Traffic Statistics: Directs the collection and maintenance of traffic count data and manages the Statistics Group in the production of state and federal mandatory reports.

  • System Management: Manages the Department’s Linear Referencing System (LRS) and ensures the maintenance of enterprise applications including the Traffic Analysis & Data Application (TADA) and the State Functional Classification (FC) Application.

  • Mapping & Cartography: Leads the generation and publication of the Georgia Official Highway & Transportation Map, as well as the 159 County, statewide, and city map products.

  • Special Projects & Applications: Oversees the maintenance of the VideoLog Application, Honorarium Locator Application, and the State Route Prioritization program.

  • Local Programs Coordination: Manages the Local Road Activity (LRA) Program and the Local Maintenance & Improvement Grant (LMIG) Program, ensuring effective data collection from city and county entities.

  • Reporting & Compliance: Leads the production and submission of required datasets for the FHWA and other regulatory partners to ensure federal compliance.

  • Supports State Planning and Research (SPR) programs and crafting the Transportation Planning Work Program (TPWP) that guides long-term investments.

  • Ensures the FHWA’s Highway Performance Monitoring System (HPMS) accurately reflects Georgia’s standing and secures the critical resources needed to keep the state moving

  • Stakeholder Engagement: Engages with Department leadership, Board Members, and local government officials to communicate program needs, data insights, and local grant requirements.

  • Workforce Management: Assigns work, sets priorities, and conducts performance management activities, including coaching and mentoring staff to support project success and organizational goals.

     

                                                  

     

    AGENCY SPECIFIC QUALIFICATIONS:

  • Possession of a Bachelor’s degree in a related field.

  • Technical Expertise: Possesses extensive knowledge of transportation data, including GIS, database management, and traffic count statistics/analysis.

  • Application Knowledge: Demonstrated experience with enterprise transportation tools such as LRS, TADA, and Functional Classification applications.

  • Program Experience: Professional experience managing local government data programs or grants, such as LMIG or LRA.

  • Leadership: Supervisory experience comparable to an Assistant Office Head or Group Leader, with a proven ability to motivate and guide effective work teams.

  • Problem Solving: Demonstrated experience identifying and solving complex data problems and applying innovative solutions to geospatial or statistical challenges.

  • Communication: Strong written and oral communication skills with the ability to present data insights and program requirements to diverse groups.

  • Customer Service: Committed to providing quality customer service and understanding the time-sensitive nature of state and federal reporting.

  • Experience working with research projects and transportation planning.

  • Experience working with Highway Performance Monitoring System and relevant federal reporting standards.

     

     

    AGENCY PREFERRED QUALIFICATIONS:   

  • Possesses strong leadership skills with the knowledge and understanding of where the organization is headed and how to make a contribution

  • Demonstrated competency in integrating technology to make organizational improvements 

  • Demonstrated experience working with research projects and transportation planning.

  • Demonstrated experience working with Highway Performance Monitoring System and relevant federal reporting standards.

  • Knowledge of and experience working with the project delivery process (PDP) and transportation data’s roll in that process.

  • Experience working with legal issues associated with transportation data and asset information.

  • Demonstrated experience leading teams through change management and delivering innovative solutions.

Associate degree in a related field managerial role; or one (1) year at the lower level Mgr 3, Transport Specialist (TRM032) or at position equivalent.
