TRP053 Trans Specialist 4 (PG-N) - Maintenance Contracts Manager

JOB SUMMARY: Under broad supervision, provides advanced level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower level staff.

 

JOB SPECIFIC DUTIES: Develop, plan, schedule and manage the District's Maintenance Service Contracts: Interstate & Secondary Mowing Contracts; Interstate Sweeping & Drain Cleaning; Guardrail & Attenuators; Pavement Markings; Wildflower; etc.  Assign personnel and resources to various projects to ensure repairs and maintenance activities are performed according to all requirements. Serves as the Department's liaison with local government officials and the general public and addresses public complaints and requests for project or road condition information in the areas defined within our contracts. Review requests for subcontract approvals; maintain files and records for project, reviews pay vouchers for submittal/approval. Attends and participates in contractor meetings, conducts regular inspections of the projects to ensure compliance with the contract. Ensures work is preformed according to DOT/Federal standards, guidelines and policies. Responds to complaints, ensures inquiries are addressed immediately, and coordinates public responses to inquiries from the media. 

           

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.

 

 

STATE ENTRY QUALIFICATIONS: 

          Bachelor's degree in a related field and Two years of related experience

          OR Associate's degree in a related field and Three years of related experience

          OR One year of experience at position equivalent.

 

AGENCY MINIMUM QUALIFICATIONS:

          Experience working on roadway and highway projects.

          Extensive experience in roadway activities

          Experience monitoring expenditures to ensure cost effective support of programs and policies.

          Knowledge and understanding of plans, specifications and contracts.

          Knowledge of GDOT Maintenance Activity Standards. 

          A familiarity of transportation operations necessary to manage through subordinate personnel the overall activities of maintenance or construction. 

          Experience planning, supervising, training and evaluating the work of subordinates or contractors. 

          Displays a high level of commitment towards work and high standards of ethical conduct. 

          Committed to providing quality customer service. 

          Experience to solve practical problems by choosing appropriately from a variety of mathematical techniques. 

          Displays excellent communication skills with demonstrated experience to interact effectively with management, subordinates and outside public. 

          Experience to read and comprehend procedures, methods, and all other documents associated with roadway and highway construction and/or maintenance activities.

          Experience to write or supervise the preparation of reports and correspondence.  

 

AGENCY PREFERRED QUALIFCIATIONS:

          Three or more years of demonstrated experience similar in the area of the advertised vacancy. 

          Demonstrates a thorough working knowledge of maintenance or construction standards. 

          Experience with a working knowledge in administering contracts. 

          Knowledge of the MUTCD, GDOT Traffic Control Work Zone Manual, Maintenance standards (bridge/roadway). 

          Experience improving established methods or creating new methods when established methods and procedures are inapplicable or unavailable. 

          Experience using technology to work more efficiently and improve work processes and products.

          Experience analyzing conflicts and negotiating acceptable solutions. 

 

IMPORTANT INFORMATION FOR ALL GDOT JOBS

 

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.  

 

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
