Under supervision, performs administrative and real estate support functions, including drafting, reviewing, and coordinating documentation for property acquisitions, disposals, leases, easements, and other real estate transactions. Prepares and assembles board packages and supporting materials to facilitate DNR Board and State Properties Commission Board approvals.

Coordinates communication between divisions, legal counsel, external partners, agencies, and vendors to ensure timely progression of closings and compliance with applicable policies and procedures. Identifies discrepancies, tracks transaction milestones, and monitors documentation to support accuracy, transparency, and efficiency in real estate operations.

 

Primary Duties & Responsibilities

·         Conducts financial audits of real estate transactions and prepares formal audit reports to ensure compliance with funding requirements, agency policies, and statutory regulations

·         Conducts and coordinates research and data analysis related to real estate transactions, property management activities, and land conservation initiatives to support leadership decision-making and strategic planning

·         Prepares board packages, correspondence, briefing materials, and transaction summaries. May provide recommendations to management regarding transaction strategy, documentation requirements, and procedural improvements

·         Conducts and coordinates real estate research related to property acquisitions, disposals, leases, easements, and other transactions

·         Monitors the progress of real estate transactions, tracks documentation and approval milestones, and identifies issues to ensure timely closings and compliance with agency policies and statutory requirements

·         Coordinates with Contract Administrator to ensure payment documentation and supporting financial records are complete and audit-ready

·         Gathers, compiles, and reviews documentation including appraisals, surveys, title reports, environmental assessments, board memoranda, and supporting exhibits

·         Establishes and maintains positive working relationships with internal divisions, legal counsel, external agencies, appraisers, surveyors, local governments, and other stakeholders involved in real estate transactions

·         Receives ongoing training in real estate procedures, board processes, property law fundamentals, and state policies to maintain proficiency in transaction management

 

Based on education and experience, the selectee will be hired into one of the above-mentioned job codes.

MINIMUM QUALIFICATIONS

GSP130 – Business Support Analyst 1 - $44,272.13

Associate degree in Business or related field from an accredited college or university

AND

One (1) year of experience related to area of assignment.

GSP131 – Business Support Analyst 2 - $47,879.85

Associate degree in Business or related field from an accredited college or university

AND

Two (2) years of experience related to area of assignment.

OR

One (1) year of experience required at the lower level Business Support Analyst 1 (GSP130).

NOTE:   An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provide the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

 

PREFERRED QUALIFICATIONS

Preference may be given to applicants with:

·         Governmental board document drafting experience

·         Real Estate due diligence and transaction experience

·         Contract management systems

·         Grant writing and/or oversite experience

·         Georgia Open Records Requests experience

·         Real estate or property-related databases and tracking systems

·         PeopleSoft Financials

·         Microsoft Office Suite

·         Current DNR employment

·         Conservation of natural resources in the southeastern U.S. experience

Associate degree in business or related field from an accredited college or university and one (1) year of experience related to area of assignment. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
