General Description:

The Department of Administrative Services is the State of Georgia’s enterprise solution for human resources administration, risk and fleet management, surplus property, and state purchasing. Through the efforts of our employees, we provide enterprise leadership, business services and solutions to help state entities improve organizational efficiency, workforce performance and policy compliance. The Human Resources Administration unit is tasked with managing the development of the state personnel policies, enabling state agencies to hire and retain top talent and ensuring that human resource professionals across the state are trained and compliant with current regulations.

The Outreach and Marketing Manager is responsible for developing, implementing, and managing communication that promotes HRA’s programs and services.   This role plays an important part in building awareness of programs, policies, and resources and ensuring that HRA’s programs are effectively promoted by developing consistent, high-quality messaging across all communication channels.

The ideal candidate will have experience with strategic design, development, and deployment of educational resources and learning solutions that support workforce development across agencies. They should have strong interpersonal skills to lead teams across departments. Ability to manage multiple projects and stakeholders simultaneously and experience in change management and strategic planning.


Key Responsibilities:

Marketing & Communications

·          Design and implement strategic marketing campaigns to promote agency programs and initiatives

·          Manage digital and print communications, including newsletters, social media, and community announcements

Ensure consistent branding and messaging across all platforms

Content Creation

·          Oversee the creation of written, visual, and digital content for newsletters, social media, websites, promotional materials, special reports, and other publications to ensure clarity, accuracy, and relevance.

·          Translate complex HR policies, data, and program information into clear, engaging communications for presentation to stakeholders including government officials, state human resource community, and the public. Training

Knowledge, Skills & Abilities:

·          Proven ability to develop and execute multi-channel marketing campaigns, (digital, print, events)

·          Strong understanding of brand management, stakeholder engagement, and public outreach

·          Experience with project management tools and CRM platforms

·          Ability to create compelling content tailored to diverse audiences, including HR professionals and agency leaders

·          Familiarity with adult learning principles and instructional design


This position may require some travel.

Completion of a pre-employment background check is required.

 

DOAS participates in a hybrid work environment and

Telework is encouraged with some days in the office required.

Minimum Entry Qualifications 

Associate degree in marketing or a related field from an accredited college or university AND four (4) years of job-related experience

OR one (1) year of experience required at the lower-level Marketing Spec 3 (GSP072) or position equivalent

PREFERRED QUALIFICATIONS:  Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below.  PLEASE CLEARLY INDICATE YOUR KNOWLEDGE OF THESE QUALIFICATIONS ON YOUR RESUME.   

  • Bachelor’s degree in marketing, communications, public relations, public policy, or related field
  • 4+ years of professional experience in marketing, communications, outreach, stakeholder engagement environment
  • Experience in public sector marketing
