GENERAL DESCRIPTION:

SUMMARY
DCA is seeking an Economic Development Consultant for its Community Finance team. This position will coordinate and manage the Community Development Block Grant (CDBG) set-aside Programs: Employment Incentive Program (EIP), Redevelopment Fund (RDF) Program, Immediate Threat & Danger (ITAD) Program, and Revolving Loan Fund (RLF) Program. The use of these set-aside funds, from the State’s annual allocation of CDBG funds, is to help meet the needs of low-to-moderate income persons through public infrastructure improvements or job creation or addresses slum and blight.

- Knowledge of federal or state community or economic development/ financing programs
- Knowledge of federal grant programs
- Knowledge of credit risk, financial statements, credit documentation, and deal structuring
- Skill in the use of personal computers and related software applications
- Skill in organizing resources and establishing priorities
- Skill in understanding and interpreting written material and expressing ideas convincingly and succinctly
- Skill in decision-making and self-direction
- Skill in oral and written communication
- Ability to apply knowledge of the requirements, regulations, and policies in the field
- Ability to establish and maintain effective working relationships with other employees
- Ability to gather data, compile information, and prepare reports
- Ability to manage multiple tasks
- Ability to track and document data and reports during specified reporting periods
Agency Specific Minimum Qualifications:
Master’s degree in business administration, Public Administration, Community Development or a directly related field AND One year of experience in community and/or economic development
OR
Bachelor’s degree AND Two years of experience in community and/or economic development OR
Six years of experience in community and/or economic development
Position Requirements:
Job candidate for this position will be subject to a criminal background check, educational degree check, and reference checks prior to the extension of a job offer.
Preferred Qualifications:
- Preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess at least one of the following:
- Experience with economic development grants management or grant writing.
- Experience advising local governments or economic development agencies on financing, and/or applicable structure for public facilities and/or public infrastructure programs/projects; or
- Experience with state government or local Development Authorities or Chambers of Commerce or job tax credit programs or related economic development experience.
WORKING CONDITIONS (TRAVEL,HOURS,ENVIRONMENT)
This position is eligible for an in-office/ telework schedule: three (3) days working in the central office location and two (2) days telecommuting from a home office location.
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.
Must be able to perform office-related duties.
Must be able to operate office equipment.
Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
Must be able to perform essential job functions, with or without reasonable accommodation.
Must be able to perform essential job functions in an environment that will sometimes include increased levels of work-related stress.
Must maintain punctuality and attendance as scheduled.
