GENERAL DESCRIPTION:

We seek an Accounts Payable Manager to oversee the professional and technical accounting staff and activities of the Accounts Payable function within our agency.  In this position you will exercise control over revenue and expenditures of the assigned unit.  Use your knowledge of the industry best practices and your individual creativity to streamline daily operations and get tasks completed efficiently.  Monitors and evaluates accounting innovations which may impact the practices of the accounting program.

 

Job Responsibilities:

Develops and maintains effective internal controls and prioritize goals and objectives for the staff.

Directs the preparation of statutory, regulatory and GAAP financial reports.

Reviews and appropriately evaluates/analyzes financial reports and data.

Identifies discrepancies in financial records and reports; takes or directs appropriate corrective action to amend variances.

Accountable for work performed by staff under supervision

Provides appropriate technical assistance to subordinate staff regarding information and resources to get the job done.

Communicate often and effectively with upper management with regards to deadlines, tasks and projects.

Represents the financial interests of the department in accounting related interactions with other parties such as banks, vendors, external auditors and management staff of other governmental entities.

Applies generally acceptable accounting principles in the recording of financial activity in accounting systems, journal entries, etc.

Reviews and analyzes general ledger accounts accurately for fiscal integrity as well as compliance with applicable principles, standards, guidelines, policies and procedures.

Required Knowledge, Skills and Abilities

 

Ability to develop and manage analysis/special projects as requested by upper-level management

 

Ability to provide superior internal customer service to all operating units

 

Strong multi-tasking ability in a fast-paced work environment

 

Assist with year-end close activities and financial analysis

 

Ability to evaluate, motivate and mentor staff to attain maximum performance

 

This position may require occasional travel.

Completion of a pre-employment background check is required.

 

DOAS participates in a hybrid work environment and

Telework is encouraged with some days in the office required.

 

MINIMUM ENTRY QUALIFICATIONS: 

Bachelor's degree in accounting and four (4) years of professional accounting job-related experience, which includes two (2) years in a managerial or supervisory role;

OR one (1) year of experience at the lower level Mgr, Accounting (FIM010) or position equivalent.

PREFERRED QUALIFICATIONS: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following:

Four or more years of professional accounting experience with Two or more years in a supervisory capacity.

Certified Public Accountant (CPA)

Masters degree in Accounting or Finance

Government/public sector accounting experience at a supervisory level.

Experience working with PeopleSoft Financials

Intermediate to Advanced proficiency in Word, PowerPoint, and Excel – to include experience creating spreadsheets using basic and advanced formulas
